The Dominican Republic passed 9.24 million visitors in the first nine months of 2026 — 7.5% ahead of last year — and Tourism Minister David Collado is now guiding to more than 12.4 million for the full year. September alone jumped 16.4%, with cruise arrivals up 54.7% YoY.
The important shift this year is breadth: growth is no longer just a Punta Cana story. Cibao (Santiago) is up 12.4%, Samaná's Catey airport is up 66.4% — the fastest-growing gateway in the country — and Puerto Plata is up 7.3%. For investors, the demand engine is hot everywhere; the price action, however, is dispersing. The market-by-market breakdown below is where this month's money signals live.
02Market by market — where the money is moving
National averages hide the trade. Five submarkets, five different games:
Punta Cana / Bávaro — the volume king
Still the center of gravity: 63.5% of air arrivals (2.64M Jan–May, +10.5%) and 88% hotel occupancy. Price points: a 1BR condo in Vista Cana lists at $169,000 (~$2,140/m²); a 2BR penthouse in El Cortecito, Bávaro at $350,000 (~$3,125/m²). Analysts expect 6–8% annual appreciation. Investor read: the deepest resale liquidity in the country and the highest entry prices — master-planned communities with professional management keep outperforming one-off buildings.
Santo Domingo — the urban compounder
The capital plays a different game: long-term tenants (business, government, diplomats), not tourists. Distrito Nacional median asking is $2,119/m², with Piantini at $2,721/m² the priciest corridor in the country. The value pocket is Santo Domingo Este at $1,120/m² — nearly half the Distrito — while absorbing 34% of the region's construction. Investor read: cash-flow arbitrage for buyers who want yield without running a short-term rental.
Samaná / Las Terrenas — the growth story
The fastest-moving demand signal in the country: Catey airport +66.4%, Canadian traffic to Samaná +62%. Las Terrenas remains a European lifestyle market (70% of foreign transactions): beachfront condos from ~$200,000–250,000, town condos $180,000–450,000, villas $400,000–1.2M. Investor read: an appreciation-and-lifestyle market, not a yield market — CONFOTUR pre-construction is the popular entry.
Puerto Plata / North Coast — the value pocket
221,000 air arrivals (+7.3%) and the widest resale-to-new spread in the country: 2BR resale median ~$1,438/m² against new-build asking ~$2,000/m². Canadian winter capacity +20%. Investor read: first-phase pre-construction discounts (15–25% below resale median) are the repeatable edge — but the STR market is execution-sensitive: 4,795 listings and ADR down 35% YoY punish lazy listings.
Santiago / Cibao & La Romana — the quiet bids
Cibao airport +12.4% on diaspora traffic (9.6% national share) underpins remittance-driven housing demand in Santiago — the country's most under-covered market. La Romana is stable luxury (-0.8% arrivals, Casa de Campo premium): capital preservation, not growth.
One-line synthesis
Punta Cana for liquidity, Santo Domingo Este for yield, Samaná for early-cycle growth, Puerto Plata for entry discount, Santiago for the contrarian look.
03Rate watch
| Lender | Observed quote | Structure |
|---|---|---|
| LAFISE | 10.50% | Fixed for life (USD) |
| Scotiabank | 8.50% | Fixed 5 years (USD) |
| BHD | 7.75% | Locks at approval (USD) |
| Market range | 8–10% | USD loans, foreign buyers (early 2026) |
No regime change this month: USD mortgages for foreign buyers remain 8–10%, with non-residents typically asked for 30–50% down and 10–15 year terms. The tactical note stays the same — teaser rates (6.50–8.25% for 12 months) are being advertised aggressively, and the post-fixed revision formulas remain undisclosed at most banks. Underwrite the reset, not the teaser.
Fine print of the month
A 12-month teaser at 8% that resets to an undisclosed formula is not an 8% loan. Before signing any 'starting rate' offer, get the post-fixed revision clause in writing and model your payment at +2pp above the teaser. If the bank won't disclose it, that's your answer.
04Opportunity radar
- Punta Cana: 6–8% expected appreciation plus the deepest resale liquidity in the country — the core holding for a DR portfolio.
- Santo Domingo Este ($1,120/m² vs. $2,119 in the Distrito Nacional): urban cash-flow arbitrage without operating a short-term rental.
- Samaná: +66% airport growth with a European buyer base — early-cycle appreciation before prices catch up.
- Puerto Plata: first-phase pre-construction still prices 15–25% below resale medians — the 2024 discount pattern is repeating.
- CONFOTUR-certified projects in any market: the 15-year transfer-tax and IPI exemption is worth ~3% at closing plus 1%/yr above the ~$167K IPI threshold — verify the certificate covers your specific unit.
05Risk watch
- STR supply wave: Puerto Plata's ADR fell 35% YoY as listings hit 4,795 — the cautionary tale for every tourist market. Underwrite occupancy, not brochure ADR.
- Capital delivery risk: reports citing the National Statistics Office put roughly 60% of urban-area construction projects paralyzed — in Santo Domingo, the developer's delivery record matters more than the renders.
- Construction delays remain the base case nationwide: underwrite 6–12 months of slip on any pre-construction timeline (and 0% return on locked capital during the slip).
- Teaser-rate mortgages: 12-month 6.50–8.25% offers with undisclosed revision formulas — model the reset, not the teaser.
- Hurricane exposure (North Coast, Samaná): price insurance explicitly — ~$190/mo on a $160K unit (MAPFRE-observed) is the reference.
Bottom line
Record tourism + stable rates + dispersing price action = a stock-picker's market. The national story lifts all boats; the submarket decides your return. Run your own numbers — or borrow ours.
